Is it true the Bono card only gives 5% discount now? If so, can I get a new card From town hall in Corralejo?

The old bono card gives you 5% the new card gives 30% but you need to be a resident or have padron.

I have applied but been waiting for over 2 weeks for a telephone call telling me its ready to pick up. At the time when I applied was told it would be 2 or 3 days. Been in to see if it was ready but told manana.
