Return of 3% Retention After Sale of Property

Apologies if there is a thread elsewhere, but I couldn't find it.

I sold my apartment on the Golf a Course in November 2012 and was told I would get the 3% back in 12 - 18 months. It has gone well beyond that, but when I contact the solicitor's they just say that they have contacted the accountant who has rang the tax office who do not answer the phone. Tough, basically!

A Google search revealed that many sellers are having the same problem with some not being paid after 4 years of waiting. It seems the Spanish Government are sticking 2 fingers-up to non-residents and holding on to the money.

Anyone else having problems?

Did anyone get the money back, and if so how?

All my taxes were paid and up to date, and I used the same accountant each year.
