are there any stone shelters on sotavento beach?

If you mean the sand and scrub area in front of the Sotovento restaurant in El Cotillo then the answer is yes, but I wouldn't call it a beach.

There are a few at the very southern end of Sotavento beach, just before the headland.  Quite a few on the next beach south (El Salmo).

There is but you have to pre-book them with Thomas Cook otherwise the Germans will beat you to them.

There are one or two below Esquinzo that have chains across the entrance on occasions.

I wondered why some of them walk round with chains on their angles. So, they're to lock up the stone circles?  ;) ;)
