Airport car hire pick up desks

Last week we were at the airport and noticed for the first time that the car hire companies are now sharing office space i.e. Avis/Budget, TopCar/Sixt, Hertz/Thrifty, Cicar/ etc.

We were there again on Tuesday at 6pm and saw long queues at all the pick up points.  Can anyone tell us if this is a temporary arrangement?
