Vodafone's H service? - Free internet?

I'm with Movistar but my kids are with Vodafone.

They are on Pay-as-you-go and have noticed that their 3G symbol sometimes changes to an H - When they have the H they can get free internet.

Does this mean that by tethering a Vodafone phone in an H area you can get free internet on your computers.

Does anyone live in area where the H is constant?
